Utah Governor Gary Herbert does not smoke, but likes smoking if you look at it from the tax revenue. Gov. Herbert does not like taxes, and as someone who states he upholds traditional LDS values, does not like smoking. And, as a conservative, he’s stated he dislikes government regulations and tries to keep them to a minimum.
